Burke Law Group Gets $150 Million—and Two Immigration Specialists
The federal government awarded Houston-based Burke Law Group a $150 million contract to represent unaccompanied migrant children despite the firm having only two immigration and asylum specialists.
If hiring, subcontracting and supervision fail to match the caseload, children could enter consequential immigration proceedings without timely or adequately supported counsel.
A federal award can establish a payment system in a day; it cannot establish a mature legal practice on the same schedule. The relevant test is not whether Burke Law Group can expand, but whether the government can show who will handle each child’s case, under whose supervision, and with what accountability.

Those facts do not prove the firm cannot perform the contract. They do make capacity the first question, not a footnote.
A contract of this size creates authority to spend. It does not create experienced attorneys, interpreters, case managers or supervisors. Money can finance an expansion, but expertise must still be recruited, checked, organized and retained. The children’s deadlines will not pause while the vendor builds the operation.
The likely mechanism is straightforward. Burke must hire lawyers or subcontract work, assign cases across locations, provide language and administrative support, supervise legal decisions and document performance for federal overseers. Each handoff creates a place where responsibility can blur. A roster may show that a case was assigned without showing whether a qualified lawyer had enough time to prepare it.
Immigration representation is not interchangeable legal inventory. An attorney must understand the relevant proceedings, identify possible claims, communicate with a child and keep filings and appearances on schedule. Senior specialists can supervise a larger team, but two specialists do not become two hundred merely because the contract has eight more digits.
The founders’ reported administration ties increase the need for disclosure, not for conclusions unsupported by evidence. The useful questions concern competition, evaluation and safeguards: what experience the government required, how it scored Burke’s proposal, what staffing levels the firm promised and what happens if those levels are missed. Procurement credibility depends on records that survive beyond assurances.
The government should publish the expected caseload, staffing model, subcontractors, attorney qualifications, supervision ratios, geographic coverage and performance measures, with privacy protections for the children. It should also report delays, missed appearances and unresolved complaints. Until that evidence exists, the award describes the scale of the purchase. It does not demonstrate the presence of the service.
