Confirmed deployment is not proof that an orbital arms race will follow. It is proof that planning can no longer stop at launch. Governments and commercial providers need procedures for collision warnings, service failover, incident attribution and public notice. The unresolved test will occur on the ground: when an orbital encounter damages a service shared by soldiers and civilians, who gets continuity first, and who is told why the signal disappeared?
